Purpose:
To serve as a voluntary advisory group in support of effective and
efficient WHSRN planning, development, and implementation of its
programs.
Objective:
T o provide sound programmatic and strategic advice and information
to the WHSRN Director on matters of Network planning and operations
in accordance with the mission, objectives, and site criteria of
WHSRN.
Specific
tasks
of the Council are to:
a. Review and advise on WHSRN’s strategic plan and annual work plans;
b. Provide effective communications and institutional linkages between
WHSRN and the members’ organizations and relevant programs;
c. Seek
out and advise on promising funding sources and assist in the development
of proposals where appropriate;
d. Review
new site nominations in accordance with WHSRN criteria and strategic
goals and provide recommendations for action;
e. Provide technical and operational advice on the implementation
of WHSRN activities; and
f. Identify,
review, and confirm nominees for the Council.
Members:
The Council is to be comprised of a diverse representation
from collaborating partners in the network, including scientific,
management, public and private sectors from the geographic regions
of North America. Specific
seats on the Council shall be provided for Manomet and the Scientific
Advisory Board. Current Council members or the WHSRN Director
may nominate new members. Candidates
may be sought from collaborating organizations, governments, and
independent groups. Membership
shall be no more than twenty people and nominees may be accepted
into the Council by a simple majority.
Members should be willing to attend regular meetings and
to provide the time and services required of the Council and be
available to serve for at least two years.
Operations:
Participation on the Council is entirely a voluntary, non-compensated
position. The WHSRN Director will coordinate regular communications
making the best use of all available media (mail, phone/fax, Email,
etc.). Semi-annual meetings
of the Council shall be scheduled to coincide with the annual North
American Wildlife and Natural Resources Conference and the International
Association of Fish and Wildlife Agencies annual meetings, unless
otherwise determined by the Council. The Council shall elect a Chairperson to facilitate
the meetings and to sign documents (e.g. new site certificates,
letters) on behalf of the Council.
The Council serves as an advisory and policy development
body to support WHSRN and has no management authority.
Members of the Council may represent WHSRN at site activities
(dedications, festivals, etc.) and meetings upon request of the
WHSRN Director. Modifications to this TOR may be made by a
2/3 majority approval of the Council.
